- RCMP has the primary responsibility for organizing, directing and
co-ordinating searches (Public Searches) for lost/missing persons on
land including inland bodies of water within the NWT.

- Two exceptions;
- National Parks: Search and Rescue for lost/missing person(s) within
National Park boundaries is the responsibility of National Parks. RCMP assistance may be prov=
ided
if requested however National Parks staff have jurisdiction.
- Joint Rescue Coordination Centre (JRCC): Missing aircraft within the
Northwest Territories and vessels in distress within coastal marine
waters are the responsibility of JRCC Trenton, Ontario. The RCMP will provide assis=
tance
as required.

- Three types of Searches
- Private Search: A search conducted by friends and/or family without
government assistance. This
search usually verify that the person(s) are missing and not simply
overdue.

- Public Search (RCMP): Public Searches are searches for lost/missing
person(s) organized and conducted by the RCMP using public funds or
Parks Canada within National Parks.=
The Public Search will typically start immediately following a
private search. During=
a
Public Search, all avenues of search and rescue will be exhausted.=

- A Public Search will be suspended only when:
- Persons are located and
transported to a safe location.
- Deceased are immediate=
ly
recovered, or
- Sufficient grounds exi=
st for
presumption of death I.E. suspected drowning, and all search avenues
have been exhausted.

- Community Organized Search: are conducted by community council under
authority of Section 7(2) of the Civil Emergency Measures Act. This search may take place =
either
prior to or immediately following a public search.

- Detachment Commander:
- Confirm and Evaluate the need for a public search
- Contact Division Search and Rescue (SAR) Co-ordinator and District
Commander.
- Cases with a sudden death the NWT Coroner will also be contacted.=

- Liaison with family and community officials and ensure they are kept
informed of search efforts.

- District Commander:
- Consult with Division =
and
Detachment Commanders.
- Consult with Division SAR Co-ordinator, ensure a qualified Search
Manager has been identified from within the District to manage search
efforts.

- Division Search and Rescue Co-ordinator:
- Consult with Division =
and
Detachment Commanders to insure all aspects of the search are addres=
sed
in a timely and co-ordinated manner.
- Link for internal and
external assets.
- Provide report to Division at conclusion of search.

- Search Manager:
- Assumes overall
responsibility for the management and supervision of the local search
effort.
- Will establish a Comma=
nd
Post from which the search will be managed from.
- Manage all resources required in consultation with Detachment
Commander/Division SAR Co-ordinator.
- Provide timely search
progress / updates to family through the Detachment.

- Canadian Forces (CF) are the mandated agency for search and rescue
efforts for lost / downed aircraft in the NWT and vessels in distress
within coastal marine waters.
- Joint Rescue Coordination Center (JRCC) is the coordinating body for
these SAR operations and will utilize southern based C-130 Hercules
aircraft with SAR Technicians (SAR Techs) in response.

- Detachment Commanders once advised of a downed aircraft or vessel in
distress within coastal marine waters will immediately notify JRCC a=
nd
Division SAR Co-ordinator.

- RCMP Administer a voluntary wilderness travel registration program f=

the protection of person(s) traveling in the remote areas of the NWT=
.
- The purpose of the program is to allow the police and other Search a=
nd
Rescue organizations to initiate a search if travelers are overdue at
their destinations!
- It also allows for emergency messages from home to be relayed to
travelers!
